The figure is the Pokédex weight that the games and pokemon.com give for Charmander: 8.5 kg, or 18.7 lb, at a height of 0.6 m (2 ft 0 in). Scarlet and Violet, where it can be caught in the Savanna Biome of The Indigo Disk, list the same numbers. Charmander has no Mega Evolution or Gigantamax form of its own, so there is no second official weight.
Pokémon: Let’s Go, Pikachu! and Let’s Go, Eevee! are the games where individual Charmander differ in size. Serebii’s size table for those games gives a smallest Charmander of 5.6 lb (about 2.5 kg) at 1 ft 2 in, and a largest of 31.9 lb (about 14.5 kg) at 2 ft 9 in. That is 30% to 170% of the standard weight, while height only varies by 40% either way. Size there is cosmetic and does not change how it battles.
At level 16 Charmander evolves into Charmeleon, which is 1.1 m tall and weighs 19 kg (41.9 lb), a little over twice as much. At level 36 Charmeleon evolves into Charizard: 1.7 m and 90.5 kg (199.5 lb). Over the whole line the weight goes up about 10.6 times while the height not quite triples.
Low Kick and Grass Knot hit harder the heavier the target is. Charmander is under 10 kg, the lightest bracket, so both moves have only 20 power against it.
Heavy Slam and Heat Crash work the other way and reward a heavy user. They reach their full 120 power when the target weighs less than a fifth of the user, so anything heavier than 42.5 kg hits Charmander at full strength. A 90.5 kg Charizard using Heat Crash on its own pre-evolution would qualify. Charmander itself cannot learn either move in Scarlet and Violet.
Several Pokédex entries describe the tail flame as a gauge of how Charmander is doing. Ruby, Sapphire and Emerald say it shows its emotions, wavering when it is happy and blazing when it is angry. Gold, Silver and the Diamond and Pearl entries tie it to its health instead: a strong Charmander has a flame that burns brightly, a weak one a flame that burns weakly.
The FireRed, Y and Shield entries go further and say the flame has burned since birth and that Charmander’s life would end if it went out. Crystal and Violet add that a healthy one’s flame does not go out even if it gets a bit wet.

According to the FireRed, Y and Shield Pokédex entries, its life would end. Other entries say a healthy Charmander’s flame keeps burning even when it gets a bit wet.
